access to a portable store. Ignition keys should always be removed when equipment is not in use, and
equipment should not be left with more fuel in the tank than is needed for the period it will be unattended.

5.7. Equipment Marking and Registration
All plant, including hand tools, should be marked and registered under a recognised scheme such as CESAR
(the Construction and Agricultural Equipment Security and Registration scheme), which combines visible
and covert marking with registration on a database accessible to police. Marking should ideally be non-
removable, and should combine overt marking (to deter) with covert marking (to aid recovery and
prosecution if an overt mark is removed or defeated). ISO 10261:2002 specifies the international standard
for unique product identification numbering of earth-moving and agricultural machinery, including a 17-
character Product Identification Number format; every machine should record the manufacturer's
identification plate details, including name and address of manufacturer, mandatory marking, series or
type, serial number (PIN), year of manufacture, net engine power (ISO 14396), and operating mass (ISO
6016).
5.8. Immobilisation Systems
Equipment immobilisation systems deter unauthorised movement by immobilising the fuel, hydraulic, or
electrical systems, arming automatically in most cases and typically controlled by keypad PIN, electronic
fob, transponder key, SMS, GPS geofence, or smart card. These systems oblige a thief to use more
sophisticated means, such as a low-loader or crane, which raises the effort and risk involved and supports
the deterrence and delay functions described above.
5.9. After-Theft Recovery and Tracking
After-theft recovery and tracking systems fall broadly into three types.
Type A — Stolen Vehicle Recovery multi-location technology — offers the strongest recovery
performance, particularly where an independently verified (for example Thatcham-approved or Secured
by Design) covert battery unit is fitted, and generally attracts the best law enforcement support.
