1. Introduction
1.1. Purpose of this Guide
The purpose of this guide is to help construction site operators, principal contractors, Tier 1 contractors,
sub-contractors, and the security service providers who support them to reduce the theft of plant,
equipment, materials, fuel, and information from construction sites. It updates the previous edition to
incorporate current technology and recent legislation, and to set out, as a minimum, an approach that
meets the security-related requirements of the Construction (Design and Management) Regulations 2015
(CDM Regulations) and the wider legislative framework described in Section 2.
This guide is intended to be used alongside, not instead of, a site-specific security risk assessment. It sets
out principles and a menu of measures; it does not remove the need for a competent person to judge
what is proportionate for a particular site, project phase, and threat picture.
1.2. Vision
The vision of CITS and of this guide is to help create and maintain resilient construction sites that are free
from theft and other associated crime arising from insider threat, serious and organised crime, and the
opportunistic thief.
1.3. Target Audience and Scope
This guide is written for security practitioners, construction site operators and Principal Contractors, Tier
1 contractors, sub-contractors, and the security service providers responsible for protecting a site. It will
also be of interest to clients and designers who influence security outcomes at the earliest stages of a
project, and to insurers and finance houses with an interest in loss reduction.
1.4. How to Use this Guide
Sections 2 to 4 set out the legal, governance, and risk-assessment foundations that should sit behind any
site security plan. Sections 5 to 10 set out the layered, thematic measures that make up a defence-in-
depth approach — physical, procedural, personnel, and cyber. Annexes provide supporting detail, a
bibliography, and normative references so that the guide can be kept current as standards and guidance
are revised.
