Annex D — Tackling Hire Fraud: Best Practice Checklist
This nine-step checklist, contributed by CITS members from the plant hire sector, sets out best practice
for reducing exposure to fraudulent hire, where a criminal obtains legitimate-looking possession of a
machine complete with keys, fobs, and immobiliser codes.
1 Obtain and retain a copy of the hire agreement, signed by an approved person.
2 For new or non-account holders, take copies of two proofs of the customer's identity — one with a
photograph and one showing a current address — before the hire commences.
3 For new and non-account holders, obtain trade references before the hire commences.
4 Check that the customer holds hired-in plant insurance.
5 Carry out a credit check and retain a copy of the signed credit agreement.
6 Where the customer has no trade account, accept payment only from a card in the name of the hirer,
checked against the identity documents taken at the outset.
7 If plant is not returned on the due date, find out why without delay, using a diary system to track return
dates.
8 Collect off-hired plant promptly, since a customer who has off-hired equipment may no longer feel
responsible for securing it.
9 Where a driver is in the area, check that delivered plant remains on site where it was left.
Note: adherence to these steps may also be a condition of insurance cover; hirers should check their policy
wording, since fraudulent hire is sometimes excluded from standard cover.
