Annex E — Comparison of After-Theft Recovery System Types
This table summarises the three broad types of remote asset location and recovery device referred to in
Section 5.9, to support a proportionate choice for a given asset value and risk.
System type Advantages Disadvantages
Type A — Stolen Vehicle
Recovery (SVR) multi-location
technology
Highest recovery performance, especially
with covert battery units; strong law
enforcement support; GEO-fence and
motion alarms possible.
Requires an active subscription; initial
purchase and ongoing cost; some versions
cannot locate without GPS signal.
Type B — Fleet Management
Systems (FMS) telematics
Supports logistics and maintenance
planning; GPS location may assist recovery
if reported.
Lower recovery performance than Type A;
not usually covert, so easier for criminals
to find and disable; cannot track without
GPS signal.
Type C — DIY tracker Low initial cost; wide choice of devices.
Recovery performance unproven for
professional use; little or no law
enforcement support; requires ongoing
SIM management; poor battery life and
mapping in many products.
